Smart Card based DL/RC

DL/RC project establishes necessary infrastructure and undertake management of smart card related processes, including manufacturing, supply and issuance of smart cards-based Driving Licenses (SCBDL) and smart card-based Vehicle Registration Certificates (SCBRC) which means a device capable of storing data and executing commands which is micro-processor chip mounted on a plastic card and the dimensions of the card and chip are specified in the International Organization for Standardization (ISO). The microprocessor chip shall have non-volatile rewritable memory capacity of minimum 64 Kilo Bytes consisting of application data, file headers, security definitions and a maximum of 350 bytes for Operating System Interfacing as specified by the Ministry of Road Transport and Highways from time to time for Driving License and Registration Certificates applications. VCIL is executing DL/RC project in West Bengal, Tripura & Manipur States.

 

Samajik Mukti Smart Card (SMSC)

The West Bengal government declared to issue Samajik Mukti Smart Card (an all purpose card) around 50 Lacks workers of unorganised sector workers for availing government facilities. To be made on the lines of a smart card, the Samajik Mukti cards would help such workers across the State get benefits such as hospitalisation, accidental death cover, pension, and children’s education.

Vision Comptech through the sister concern Smart IT Services Pvt. Ltd. bagged the order 50 lakhs for issuing of Samajik Mukti Smart Card from Webel Bengal Electronics Industry Development Corporation (WEBEL)

 

Rashtriya Swasthya Bima Yojana (RSBY)

RSBY has been launched by Ministry of Labour and Employment, Government of India to provide health insurance coverage for Below Poverty Line (BPL) families. The objective of RSBY is to provide protection to BPL households from financial liabilities arising out of health shocks that involve hospitalization.

For the first time IT applications are being used for social sector scheme on such a large scale. Every beneficiary family is issued a biometric enabled smart card containing their fingerprints and photographs. All the hospitals empanelled under RSBY are IT enabled and connected to the server at the district level. This will ensure a smooth data flow regarding service utilization periodically. VCIL through its subsidies is providing services on Pan India basis.

 

High Security Registration Plate (HSRP)

The Ministry of Road Transport & Highways, Government of India has amended Rule 50 of Central Motor Vehicle Rules 1989 to make uniform pattern of displaying registration mark throughout India. The existing system of display of registration mark has the following flaws:

  • People paint the registration mark in any fancy painting, any size, with undesirable monograms, etc.
  • The repainting or change of registration plate is very easy, whereby criminals get away unnoticed. The fake registration plate encourages robberies and road based crimes.
  • Deceptive/fancy registration mark creates a lot of inconvenience in identifying the vehicle involved in crimes, traffic offences, road rage, or hit and run cases.
  • Roadside registration mark painting shows a backwardness of the country and is out of sync with modem technology automobiles.
  • Under the existing system, where all records are manually created and maintained, it is difficult to compile national data of motor vehicles. HSRP will help in creating computerized data of old registered vehicles and new vehicles at places where computerized records are not maintained at present. With the networking of all RTOs, it will become easy to prepare national data of motor vehicles.
